My 17-year-old son needs to accompany my mother, who is in poor health, to Canada. She holds a 10-year super visa and plans to stay there, while my son will return to Pakistan after 15 days. She has a supervisa so she doesn’t need to apply for anything. He applies for a visa showing funds, ties to return (school registration, job), travel history (UK, US, NZ, AUS). Needing to accompany someone to Canada is not a really a reason to come to Canada. Cannot tell you his chances.

If your mother is in such bad health that she needs someone to accompany her to Canada then you need to be considering whether it is a good idea for her to come to Canada. You also need to read the fine print of her supervisa insurance policy. Supervisa insurance is a 1 year emergency health insurance policy that does not cover most preexisting conditions being actively treated. She’ll also need to renew the policy every year which may not be possible if she has used the healthcare system the previous year or will be substantially more expensive. Visitors are expected to return home for longterm health treatment. Supervisa are visitor visas and do not allow a parent to move to Canada.

She travels with the super visa. He needs to apply for a TRV or eTA depending on what passport he holds. It's difficult for us to guess the chances of approval. You'll have to apply and see what happens.

Keep in mind that admission into Canada isn’t guaranteed
If she’s in poor health the CBSA could evaluate her upon arrival and refuse entry
And mentioned planning to stay in Canada . Super Visa is temporary not permanent
