Visa process without attaching payment receipt

Hello all,
Can I file a visa without paying University confirmation deposit and first term fee under non sds?

Reason:
I was suggested by the University not to pay anything as I am considering to defer my admission to next term, I need to show study permit delay as a supporting reason for my deferral.

I would suggest you defer your admission and apply for the visa after obtaining the new offer letter. If you do it now, the process will be delayed, as you have to wait for IRCC to request the new offer letter if you pass the date your classes start.

But my University is asking me to show a study permit delay inorder to issue a new offer letter, so should I be filing a visa with out paying anything? I am worried about rejection in the first place and August 1st, the recommended deadline is soon approaching

Then I guess the only option is to apply for the visa now.

Yeah, I just hope they don't reject me on the receipt basis which my visa consultant told they might.
