Can i apply without a tuition fee receipt for student visa?

Due to an error, my payment to the university was incorrectly processed to another department. Can I proceed with a minimum deposit payment for the visa application? The university states that it would take 6 to 8 weeks to rectify the payment and issue a fee-paid receipt, but they suggested I go with the deposit that I paid earlier and file the visa. Also, should I provide an explanatory letter with my visa application, and should I attach the paid receipt from my side?

You can do that. You will include your proof of funds for $21k (single) and tuition for first year (less the deposit). Makes no sense why it takes 6-8 weeks.
