Visa office outside Canada

Hi guys,

I'm trying to find out what visa office will be processing my PR application? I am a Belgian citizen but I have been living legally in New Zealand for 2 years now.

This is what CIC says:
For all other applications you must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.

Should I be looking at my country of citizenship or the country where I have been admitted for more than 2y now?

Assuming that you are applying under a stream other than express entry. You dont get to pick your visa office for express entry applications.
That note is basically for paper applications.
