'You must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.'
I lived/worked in the US for the last 6 years on F1 and then H1B visa, just left my previous job and came to Canada a few weeks ago for a new job here. So in my case, can I choose to request the US office ( which is now all done in Ottawa) or the office in my country of origin?

The office would be Ottawa if you are legally admitted to Canada as well, so it won't matter.
The speed would depend upon your home country, but you don't mention that in your post so it's impossible for me to look it up on the CIC website - you'll have to do that yourself.

what about my sitution .i am in canada,my country is nepal and my wife and one year baby in philippines .so after consider my application ,officer will send my document newdelhi VO or Manila VO?!
