Chose the visa office for EE

A question came to my mind after reading this on CIC :

For all other applications you must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.

Does this mean that I can chose between the visa office of my citizenship country and the visa office where I live now ?

That applied to the paper applications. But even if you answered a certain office, CIC could very well "correct" it. In Express Entry, they'll assign it.
