Can anyone let me know if they have been able to secure a US visitor visa(or have been rejected)to visit Canadian embassy in Buffalo for PR Visa stamping?

This case is very common for applicants who initially applied in Buffalo as they were residing in US however moved back to their home country during the process.
Since a lot of countries(like India) don't allow sending passports by courier across borders,applying a US visitor visa and getting the passports stamped in-person seems to be the safest and best option

Please share your experience..
