I got my AOR November 27 and I mailed my prints to the FBI (whose website now says 14-16 weeks for certificates!) the next day. That means I probably won't get the results until April. Will this significantly delay the process, or will they work on other parts of the application before needing my certificate?
My ITA expires in two months (early February) and my police certificate application was delivered to FBI on October 16. As of today (December 4), they are opening applications from August 25. That means when they get to my application, it is going to be at least mid to late January. Then processing plus international mail, looks like I will not get the police certificate before my ITA expires.
Since I know it won't get on time and all of my other documents are ready, should I go ahead and submit e-APR with an explanation letter now, or wait until closer to the expiration date?
Also, has anybody experienced the FBI not accepting the fingerprint card because of poor quality or something? I am just curious since I was never satisfied with my fingerprint quality (I did send three different cards in the hope that at least one would work)?
In my case I've sent the package without tracking and just with USPS Money Order on August 21st by regular first class mail. Today I've got the email reply on my yesterday's request for information from FBI (signed by Laura) stating that "According to the FBI's records, your request was successfully completed and will be mailed today, 12/04/2017."
