For anyone who wants to get this police certificate quicker and has a US mailing address, there are FBI "channelers" who can get it done in two days. They will accept fingerprints from any country (assume Canada) but can only mail the result to a US address. I had mine in 2 days for $39.95 USD.
But the address must be for the applicant, or their lawyer. They won't simply mail it to a friend or family member's address in the U.S., who would then forward it to an international address.

No, all that matters is it is addressed to the person on the police certificate. We had it sent to his parents address in the US but we live in Canada, and his mom forwarded it to us. Just double check with the company before going through with it, but I don't see why you couldn't use a package or mail receiver/forwarder. There are countless of them out there.

We sent our fingerprints to Inquirieschanneler in Maryland with our Family's adresse and our brother forwarders our copy mail in canada. we ve received and forwarder to CIC yesterday. We hope CIC accept that Certicate of police FBI by channeler approved.

The police certificate from a channeler is the exact same thing as the one from the FBI. I know because I had the one direct from the FBI before, but it expired before we put in our application. All the company does is expedite the process.
Thought I would offer an update on this. My request was received by the FBI on 5 Dec 2014, I called today and was informed they are working requests received around 20 Nov 2014. They said my request should be processed in about 2-3 weeks.
My application was received on nov 18th 2014, I called today and was told it will be mailed out tomorrow to my mom in New York address, then she will fonward to me. Goodluck .

I don't think this ever happens. You have to call them to find out the status of your application and even then, they'll only tell you if it has been more than 8 weeks since they received your app.
