We can't check to see if the applicant UCI works because we didn't get it yet.
VO never sent AOR2 and none of the correspondence from them has it either.
So we wait. It's bothering my self-imposed obsessive schedule though. I am supposed to check that site 5 times a day
When I sponsored by parents, I believe I had that same message (about 2 years ago). I called CIC call center and they gave me an email to which I had to report the issue and I had to fill out some of my personal info. such as: UCI, Last name, country of origin, type of sponsorship, address, date of application, etc. and a screen-shot of the message I received. They told me to put in the subject of the email: "Technical Problems related to Online Tools: checking application status online". The issue was solved very quickly.
You can wait a couple of days to see if the issue resolves itself. Also, you may want to try typing you Last name all in Caps, for some reason I always had to do this, otherwise it would not work for me. Hope that helps.
I've had the same problem for half a day. I just sent an email to question@cic.gc.ca with all of my info. Had no problems up to yesterday. The cic.gc.ca twitter account did say it would be down between 9-10 EDT. Maybe they ran into more problems then they thought. Am grateful and relieved though to find out we're not the only people with this problem.

I sent my application in February 2014 and have been able to access its "Client Application Status" from the beginning. However, this morning when I tried to log on, I received this message:
"We were not able to identify you using the information you provided..."
It happened to me as well. After 10 months I couldn't log in anymore.
After contacting CIC about the issue they told me that one of the officers changed my last name on ecas. I have no idea why because I still have the same last name as 30 years ago when I was born
Contact CIC by email: question @ cic.gc.ca. They replied within a few days
