Does not matter where but most important thing is an Officer (not agent / analyst ) will take the final decision.
Usually verifications are done at LVO and I believe they don't do it for everyone.

I received my GCMS file yesterday (generated on June 2). The first page shows that my Primary Office is Singapore and Secondary Office is CPC-Ottawa. Is it common to have 2 offices processing the file? And which one will make the final decision? (The GCMS file shows that the transfer to the Singapore office was Feb; and there have been no updates on my file since).

Yes, it's normal. The initial processing happens at the Ottawa office and then (if you are an outland applicant) it gets transferred to either your country of citizenship or country of current residence for further processing. An officer responsible for your file from your primary office makes the final decision/recommendation to the CIC officer assigned to your case - the overall decision is a collaborative effort among departments, but final decision is made by your case officer. It depends on any concerns or red flags raised. Usually, medicals, criminality and eligibility is checked at Ottawa and then security and other stuff is checked at your primary office. File being sent to your primary office from Ottawa is usually a positive sign

Same information for me. My one transferred to sgvo 2015/12/23 .I am passing 8.5 months

Based on what I have read - SGVO is really slow because it is still trying to clear out applicants from 2014-2015. Just be patient

Well, this is the last updated note (Jan 30) in my GCMS file, before my file was transferred to the Singapore Office.
Does this mean my application met A11.2?
However, none of the notes mentioned anything about my NOC or work experience.

8.5 months is too long. Is this what I looking forward to, too? ... ???

I think SGVO is heavily overloaded, standard processing time may be does not apply to them!

Work experience is checked in Ottawa only if you are a CEC or FSW Inland applicant. It is completely ignored by Ottawa or LVO if you have a nomination, because they just assume that the check has been done by the regional nomination board. The LVO usually does the check mostly for FSW Outland. As long as your NOC is met at Ottawa, the rest of the work experience check is a breeze coz it is done mainly as a formality. Hope this helps

Actually i am OINP-Outland AOR-29th JAN. As per my GCMS notes my R10 was taken care at CIO and A 11.2 at CPC-Ottawa then on 5th May, 2016 my file was transferred to NDVO and its already been 1.5 months and my BGC is still "Not Needed at this time". God knows what they are checking at NDVO.
