To my understanding...For inland applicants, We all get transfer to a local office at some point. Some of us before aip for an interview and others will be transfer only after aip and even decision made for the "landing interview" which is when you get your stamp, visa and PR proofs. I think outland is different since some of them are request to send their passports by mail... That doesnt happen in inland.
