Transfer of Credits from a College to a University

Hi all,
I want to know that can a student transfer his credits to a University for Masters after completing a post graduate certificate 1 year from a community college??

And

After the completion of a 1 year post graduate certificate if a student applies for masters in a University in Canada, will the University consider his PG certificate grades or the grades which he received in his bachelors???

You'll have to contact the university you're interested in and ask them this question. Each university has different rules about what kind of transfer credits they will accept.

However as a general rule, community college credits are not accepted by universities.
