Waiting time for new PR card is 57-60 days after landing. If all goes well and there is no additional document request( ex., New photo request), there is a good chance of getting updates between 6th-7th week.

So they give 30 days to submit new photos but they get to your new photos only after around a month. Also you cannot verify if they received your new photos until they get to processing your new photos. And if they do not receive your new photos within 30 days you have to apply for the PR card again.

I did my landing on Feb 10, 2018 at the Calgary airport. Till now haven’t heard anything and obviously couldn’t link my application. Called IRCC yesterday and the agent said they have a backlog in their production room and my card won’t be printed till April 30, 2018! She was very rude and denied to comment any further. Wondering how are they sending other cards whereas it is 59th day for me. Anyone’s comment from previous experiences will be much appreciated.

Getting back to a previous application on receipt of additional documents depends on the officer who is handling your case. After the documents are received, they are checked and double checked by superiors for approval. Then only, they are accepted.
If in doubt about whether IRCC has received your additional documents, we can always send them a case specific enquiry through online form. But first, we need to make sure that our package was delivered to them. In my case, I've always used Canada Post for sending documents or passports to IRCC offices.
IRCC CPC offices are large volume receivers and they don't collect every package sent to them personally. All our packages go to their mailbox. IRCC representative collects mails every other day. These mails are sorted and passed on to respective case officer. I always cross check with Canada post customer support regarding delivery confirmation, if I don't get confirmation from their tracking page.
If we don't see an update on our application within a week of delivery, we should always send them a case specific enquiry. Sometimes, the application is not updated even after additional documents are successfully delivered till the case officer has checked all docs.

It sucks! I saw some PR cards approved for late February landings. Since I could not link my application and check the status online, I applied for PRTD in US for my travel requirements. I got it in like a week.
Actually, I was able to successfully link my initial PR card application to my CIC account. I completed my landing formalities at Boundary bay border crossing.
I was able to link my application successfully using my UCI no. and application no. but had some trouble with doing the same for my wife's application. I tried all methods and was able to link her application with her UCI no. and family name.
I would recommend to try all available options once, as same options don't work for everyone.
