I concur with Asivad. Until you have completed your masters degree, your highest level of education is your bachelors degree. Please get an ECA to be safer.
Just wanted to tell you guys that if you have done your masters in Canada and bachelor outside of Canada, you do not need to get ECA for the bachelor. That was my case and I got PPR.

I didn't mention my bachelors in my EE profile (I have a Bachelors from India and a masters degree from Canada). I got my ITA now. In the PR application...under education, is it okay to include my bachelor's information now and say I don't have an ECA? I am planning to upload my bachelors degree and transcript nevertheless for education documents.
