I am so sorry. It is unfortunate. I hope you get PR done soon. Now citizenship for new applications is fast. After PR you can do it as soon as 2 years finished.

He wants to know if his son is gonna get the permanente residence at the same time as him knowing that his son has also completed all the steps at the same time as the father and has not left Canada

Mostly Quebec cases are delayed by 3 years and more. Other people mostly got PR in 18 months to 26 months. I dont know what to do. Its more then 3 years now.
