Maybe they have the biggest backlog? CIO was one of the worst VO's before covid.

Both Sydney and Ottawa together have the highest number of apps. Sydney did issue quite a few PPRs in the later half of last year.

Congrats brother! Really appreciate that you took the time to post about your PPR. Best part is you being an Outlander also getting the PPR mail from HongKong VO. Perhaps other VOs will start working on FSW-Os as well.. wake up SGVO/ACCRA
