So your case is a little different since you are not applying for an extension but a change of status. I think you should consult someone at your university's international office. someone there should be able to advise you.
It says "submitted" on the main account page, and the status is "open" when I click on it.
I submitted the application May 17th, so I am thinking a decision might be made soon...

Hmmmm, thats a tricky one. You are at 51 days since May 17, 2015. Current processing time is 77 days. This means you have almost a month left (26 days).
I suggest you take a risk to wait and get your SP extension. Why? If your PGWP application is refused, then you at least have a chance to appeal with more time. So that SP buys you time. That is, if money isn't an issue.
On the other hand, if you want a refund, you should take the risk and ask for it. That is, if money is the issue. However, you must do so as quickly as possible before time runs out. Once its processed, you can't get a refund. Keep in mind that the processing times for SP extension has also been decreasing in the last couple of weeks.
Use this week to think about it and make a decision by Friday.
@jubear: thanks for the tip, I decided to not cancel the SP Extension because of what someone posted in another PGWP thread. Apparently CIC told his employer that students who weren't able to apply for the PGWP 30 days prior to the expiry of their SP cannot work under implied status? I still have to verify this but I am thinking an extended SP can allow me to continue working for the mean time...
Hi,
I want to apply for study permit extension.
Do you know when is the earliest time I can apply? For example can I apply 4 month before the expiring date?
