My friend's study permit was approved after a year-long process, she was sent a letter of introduction and had her passport stamped. However, her accommodation plans fell through, so we obtained a deferral from the school to start in January 2025 instead of September 2024. Also, Her medical exam (IME) expires in September and she will go through the process to have it updated. So we have the following questions about her travel to Canada:
Can she enter Canada with her current letter of introduction (valid until September 2025), existing passport stamp, new letter of acceptance (LOA), and an updated IME?
Do we need to notify Immigration, Refugees and Citizenship Canada (IRCC) and wait for a response before travel?
Or should we notify IRCC but plan travel regardless, since the border agent has the final say?

I think you should inform IRCC via Web form asap. Because they are strict right now. If your current LOA is not valid then you should inform IRCC and update it.
We submitted a webform to IRCC with an updated LOA. So now she has her approval and passport stamped with dates Sept 2024 - Sept 2025 however her new LOA is now Jan 2025 - Jan 2026. Will the border agent accept this and update her documents? Or does she have to reapply and go through the whole process again?
