And yes you are stucked because of COVID-19 flights are not going. Thats why you are eligible and can apply.

Hi i m on implied status when i left to india on march 20th, as my work place is shutdown due to covid, now i even got my spousal work permit approval aswell... i still got bills to pay in canada.. am i also eligible ???? Please let me know

No you must meet the requirements of the CERB program to qualify. Not all tax payers qualify.

Yes of course they have not lost their job. But they are not able to continue their work either due to covid-19 reasons.

Are you implying that calling cra to determine eligibility is not good enough because i can’t seem to find a more appropriate agency or a person to talk to about this situation.

It would depend on the person’s situation. It says they must reside in Canada. If you have been out of Canada for 5 months CRA may consider your situation differently than someone who left in March.

Have you ever worked in Canada? If you were laid off before arriving in Canada you should have postponed your travels. No it doesn’t sound like you qualify.
