I think that when you submit your application, the officer is assigned and he initiates your process and during this time you get an ecas access. Preceeding this, he keep you in the queue and its during this time when you lose ecas access (bg checks not started or not needed at this time). Whenever the officer opens up your file to actually starts the process, ecas access is restored.
Just a wild theory to convince myself. Lol. It could just be a software glitch.
Actually from the FSW outlanders forum, someone reported that CIC has replied to a CSE inquiry informing him that their systems have failed and that they are working to restoring ECAS access soon.
You see this CIC guys are not serious. They refuse people application for not finding a document which was already uploaded. Yet they cant be held responsible for their own computer system. OMG. I just saw an august applicant who application got refused today after 5 months.

Unfortunately, no. I have heard this claim from quite a few applicants on and off the forum. I imagine this to be true because, it kind of makes sense. ECAS and the status in myCIC are practically the same. Why have 2 applications for the same updates? Its obviously redundant.
Of course, nobody can arrive at a conclusion until and unless there is official word from CIC.
