Hey Hakiki, I had the same question, what does your MyCIC account look like. I logged in after a month and it said "updated". When i opened the application nothing was different. Everything was exactly like it was a month ago
Someone from the FSW Outlanders thread got a reply yesterday from a CSE regarding ECAS access. CIC admitted it is a system failure and that they are working to get it back to everyone asap. We shouldn't worry about it.

We touched this issue a little bit and it sparked some controversy. My personal understanding is they have diverted ECAS servers to better serve growing number of refugee applications. Here is the proof of recent ECAS updates for them while none of us has had ECAS recently:

I have also observed that ECAS is working fine for other categories. As CIC has confirmed the technical glitch in their system, I presume only the EE candidates are facing the problem.

I think that when you submit your application, the officer is assigned and he initiates your process and during this time you get an ecas access. Preceeding this, he keep you in the queue and its during this time when you lose ecas access (bg checks not started or not needed at this time). Whenever the officer opens up your file to actually starts the process, ecas access is restored.
Just a wild theory to convince myself. Lol. It could just be a software glitch.
