Your TRV got refused on what grounds?
Visa officer worte all generic reasons for refusal, specifically - 1) Ties, 2) Travel History
I anticipated these points coming before we applied, therefore, we showed college letters/fee payment proof. For Travel History, we showed our honeymoon trip for umrah and UAE.
We applied online and it tool over 90 days for them to reply.

I was also thinking of trying to have my wife enrolled in a university program here. And then if she gets accepted, use the approval letter to apply for a student visa. Many have had better luck with that because it involves putting in money for education.

What are the odds on a TRV being issued while you are sponsoring your wife in parallel?
Both are 2 different and independent process.
You have to show your strong ties to your country in order to get approval. These ties include Job, Bank Commitments, House rent, Uni/college attendance, thesis submission, property etc.
Mostly TRVs are rejected as CIC believes that spouse has no reason to go back BUT there are cases that received consecutive approval of TRVs. So I must say prepare your case very strong and bug free.
Wish you good luck.

Do you think you have better odds of getting a visa issued if you applied for a study visa instead?
