That's not true at all, there's Ukrainian apps over 1 year easily. I'm non Pak and my app is maturing 12 months next week.

My application didn't even reach London yet. Just received AOR1 and its been 10 months and never heard back from IRCC. I dont know what to do. On the other hand, families keep flocking-in on express entry
I know I’m hitting 12 months like in days and they still haven’t even told us what vo office we were sent to my mp just happened to be helpful and let us know in December that it was in line to be sent to London we were so sad with that one. But it’s a long process and hopefully they start fast tracking everyone’s applications soon.

I don't think there is any discrimination when it comes to IRCC. The sponsorship depends on how easily they can verify/validate information provided, how accurate and sufficient documents have been provided as per the guidance and directions. This is just a few things and I'm sure there is a lot more to this that can cause delays in the process - first marriage, second marriage, child, dependents, marriage ceremony and so on ...
not to mention - luck helps sometimes too

Hello guys, I applied for GCMS notes in December. Today IRCC send me an email asking me to submit consent from my wife which is fine but I don`t understand what they said about my under 16 years dependents.
"In order to facilitate the processing of your file, please provide consent from all applicants (including dependents over the age of 16, sponsor, co-signer, etc.) listed on the application, if possible. This will also increase the amount of information you receive within your file.
Please note that if you wish to receive information about a minor within the requested file, we require consent from both parents. In the case where one parent has sole custody, please provide their consent along with a copy of the custody agreement."
Please let me know do I have to submit any document to get a status update for my minor dependents.

There is definitely a little luck involved too sometimes, which sometimes makes it that much harder to go through this process.
