we’re October 2019 applicants, and our GCMS says that the PA’s eligibility has not been started... what does this even mean? Also, should we have continued to submit proof/docs/pics of our visits since submitting the initial application? If so, how can we submit information to LVO?

thats rather sad. PA= principal applicant, i.e the person who is being sponsored. That's what takes the longest and as you say it hasnt even been started, thats worrisome , secondly, i dont see harm in submitting extra documents on regular basis, but that also means they have more to work with , so i mean if you keep on feeding they might just keep looking and thats just an on going process, i suggest if you have sent enough , take a break and wait for them to come back to you, you can email LVO or submit stuff on an online portal, i hope it helps, best of luck.

Keep it simple. Avoid unnecessary ADRs and confusions. Send them when they request for extra info and send them ONLY what they ask for. further, sending too much info could also be a red flag for IRCC.
This is my opinion, but i hope folks on the forum share more with you so you could make an informed decision bro
We haven’t received any ADR requests. We maxed out with 20 pictures in our original application, and sent 40-50 screenshots showing call logs and messages over various dates for communication proof jammed into 10 pages. Now we’re just confused about what to do lol. If sending more info without being asked will delay our application further, maybe it’s not worth it....

The progress bar is back on my GCKEY (Jan-20 Applicant). Now it says 100% complete and that the process is taking longer than usual. There are clickable links on the dashboard but none of them seem to work.
My gckey account says We Received the Additional Documents you Provided and LVO intake officer emailed me I'm in queue for review with Imm.Officer, but gckey status still says your action is required.
Its very annoying, does anybody have same thing stuck on this?
