in the past few months yes, in this thread we have seen people who applied in late 2013 already got their ppr requests,
so the timeline does apply but do not put your hopes up because london is working with applicants from london and backlogged file
from 2011, if your application is complete up to date no documents missing or they do not ask you for any additional documents you can expect
the processing time of 11 to 13 months.

But my query is, can I apply and would it be a negetive impact on my immigration process or I can't apply ??? What's the policy I seriously don't know .. Plz guide me .. Need ur earliest reply ..

No negative impact on your application, you can go where ever you want. Are you the sponsor or applicant? Go apply and attend your sis wedding. USA and Canada are two different countries so no problem.

Ok so apply for visitor visa for USA, there will be no problem. Apply ASAP Bcz I really don't know how much time they will take from Pak. Long time ago when I applied for student visa for USA it took 2 weeks.
