Quick question. Is it possible for a brother who lives in Canada with a PR to sponsor his brother (23 years old) living outside of Canada? Both parents are alive and live outside of Canada with the 23 years old.

Not possible. They'd have to look at the various immigration programs and apply thru them if eligible
