Brother sponsorship

Hello All

Here is the situation:
I sponsored my parents and one of my two brothers who was under age 22.

My parents are both alive and permanently residents of Canada.
We have one brother who still lives back home.
Can my father or mother spoke sponsor him in the above 22 category if my brother and I are living in Canada?
Or could I sponsor him ?

No, he cannot be sponsored at all. You should ask your brother to study English and immigrate as a skilled worker.
