I have a brother (23 years old) and he lives outside of Canada with our parents. Will it be possible for me to sponsor him to come to Canada to live with me. I am a PR of Canada and I live and work here. I read up on CIC page about sponosring my brother to Canada and it gave the option as a other relative to sponsor. Can my brother fall under this category even though we have two uncles who live in Canada that are citizens? Does it even make sense to send out the application? Will they even consider my application?

Your parents are still alive and you have family members in Canada. So sponsoring your brother isn't feasible. He will have to qualify on this own through an economic immigration stream like Express Entry.
