3) Is it better to apply in EE Sub Category than applying in Occupation In-Demand ? in both category is it mandatory to live in Saskatchewan to get the PR?
3. SINP: Express Entry Occupation in Demand is a category of PNP. Normally, when you are sponsored by the province, you do require to live there, however, there is no LAW to regulate it - as the right of PR allows you live anywhere in Canada. However, some say that the fact if you move out of a province may cause troubles when applying to citizenship.

Will it work for SINP? Why I ask: Notary Public and Translators do not sign the Affidavit from other countries.

I will answer the 1st question. Yes, this will be accepted, as long as translator mentions, his name, his address, his qualifications and put a stamp and signature on a translation.
