Would like to clarify the Translator's Affidavit requirement. My wife's birth cert is in Chinese and we managed to get the local Chinese Notary Public Office in her hometown to do both translation and notarization of the cert by the same notary official.
In this case, do we still need to get an affidavit from the notary official or would his post in notary public office be enough ?

Translator must be a different person than Notary public. You can translate yourself (if don't get any Translator) on behalf of your friend (not Relative) and present that friend as a Translator in Notary office and prepare Affidavit to show him as a Translator.
2. Notarized attest the photocopy of wife's birth certificate as well as its English Translation.
After notarized that translation, Add a line Upper side of the Page "English Translation of Ms. ..........'s Birth Certificate" "B"
And Lower side or center add this "Translated by me, Sign Name ......(your friend name)"
In wife's birth certificate photocopy add a line Upper side of the Page " Birth Certificate of Ms. ..............." "A"
After that scan all three documents, 1. birth cert. photocopy 2. birth cert. Translation 3. translator's affidavit, at pdf format, merge them as a one page and Name it "Birth cert of Ms. ....."

Was your fund 3 months old at the time of Application submission, if yes, try to collect bank managers certificate about 3 months amount holding on bank letterhead and send it. If not 3 months holder, they will return Application. Prepare your documents and fund ready for next intake.
no it was not 3 months old, i deposited in December 2016,just one month old, but i have letter of funds balance which doesn't mention 3 months old, but its saying i hold free cash funds currently.
About the "Settlement Funds Proof", can we use chequing bank statements (certified translated in case of non-English) or should we provide a letter from the bank? My understanding is that chequing bank statements would be enough, but I would like to ensure that.
