What is your NOC. Ontario needs min. 400 CRS to Apply for their EE. Excluding the Computer and IT consolidated NOCs.
NSNP is easier and faster than others.

I am electronics and communication engineer . My job code is 0131. Primary noc could have matched with SINP occupation in demand. But unable to file the application ontime. My CRS is 343. I need to give IELTS again but that will not guarantee that points will become 400. Frustrated....

Ontario didn't pick my profile although they have my noc on the top of the list because I filed application very late there.

Are all these forms required for PR. I am applying for nomination. And application is not finishing at all. It is asking all these forms .

The SINP 'borrowed' a great many forms from the Federal application process for PR, and so, in some cases, it appears that you are applying for PR with either the nomination already completed, or in any event an ITA. In any event, it is good preparation for your eventual application for PR.

How can you apply for SINP? This NOC is not in the list of occupation In high demand.

NS list I don't know.but it was in Ontario list on 28 th June , but couldn't avail that chance

Computer related 3 NOCs are in the list and regulated. NOC 2173, 2175 & 2147. Which is suitable for you?
2173 and 2175 take about 2 months for licensing.
2147 takes about 1 year.

my status is in-process but about 2 wks ago (JULY 2017 EE intake).
I am planning to send them my updated employment certificate with job duties or should I wait when they ask for it?
