Yes, it is the same number.

They also advise you to use the "file number" in any further communication with them.

No. Without the IELTS result I have not got 60 points. And, yes I have received confirmation.

I think the points calculation on the online application system is simply not calculating correctly. I doubt anybody would qualify without the IELTS points. I just ignored that and submitted.
