Yes, Write an explanation letter stating the reason for not submitting the birth certificate and request to accept alternative documents: Aadhaar card, passport, and affidavit from her father confirming DOB and place of birth.

i think u have to make affdavit k with explartaion of ur wife's birth in india and signed from local mc and notrized it. and attach other document like adhar card. study certificate..
