That is terrible. I saw a lot of June and July applicants being backlogged, but I thought they caught up by August/September. Obviously not and obviously, there is no consistency at all. For example, they picked up a lot of July/Aug/Sept/Oct applications before they picked up yours for processing. I refuse to believe that it takes 5-6 months to do eligibility review. Some files may have been overlooked or forgotten or someone may have made a mistake on their end. It is sad for us who are waiting to be reunited with our loved ones, but what can we do?

Nice! If you don't mind me asking, when did your background check go in progress? Mine has been in progress since January, but we are both outside of Canada so I guess it is different. Medical request came in a month after AOR2, and were passed on Friday. We are 6 months in the process already, hoping for PPR soon.
The background check message literally changed when the PPR email was sent before that it did not say started. Ours was Mississauga office, so assume it will depend on your visa office.
