The India-Canada issue would not have any significant impact on getting the PPR, since that piece of work is done globally
After PPR, the visa stamping will be significantly impacted due to less IRCC staff (just 5, before it was 27) at the New Delhi embassy

That's right, the background verification from another country takes a lot more time than applying from the same country
If Mohawk College doesn't say anything about the deadline, you don't have to worry
I know it is easy to say have patience but see you don't have any other way too
IRCC has never been transparent about its process, the best you can do is to reach out to them through any viable option

I'm going to Algoma University for the masters, they mentioned Dec 4, but they are even ready to accept it after that also
But scholarship & TA criteria do depend on how soon I get the stamping done

when ircc doesn't reply to the web form then it means they will send you your decision very soon.
If you submit a web form then either they will reply to it or will give you the result.
