I received ATIP report on my application status today and I see that in line for LOCATION there is a mention: C-24 CEREMONY READY
So I am guessing that Scarborough Centre must have some sort of backlog of files or lack of citizenship judges so that it ends up in such a long waiting time from Decision Made to receiving invitation to Oath ceremony.
The normal processing time for an application is 12 months.
As you are approaching 12 months of processing time, I would suggest you contact IRRC using their Web form
It certainly looks like it...which is insane! I read somewhere that approx. 60,000 people become Canadian citizens every year, and there's just 7 judges for this...their workload must be insane!

All they say is everything looks fine, i am in queue for the ceremony, all that remains is scheduling of an oath.. i am so tired of hearing this call after call.

This is the reason i say they should hold oath ceremonies in a big baseball ground or some concert hall where one judge starts the ceremony at 9am and finish by 5pm and get all the backload done at one go..
