I tried to search for an answer to this question on CHC website and also on this forum. I got two different answers. Some have sent the Right of Permanent Residence Fee (CAD 490) along with the full application to their visa office (Buffalo in my case). Some have sent it only when their CHC office approved their application and asked them to go for medicals.
What's the correct process?
The checklist for Buffalo has the Fee Payment section and asks to pay the fee without which the application will be returned. It also gives a link to the following page which says that "The Right of Permanent Residence Fee, which will be requested by the Visa Office at a later stage if your application is approved"
My case, I did not send with my application until they requested my medicals and RPRF later on. But I guess you can do either one as you wish. It does not matter too much.

karlshammar, i am not sure on that. however, i didn't & my case moved within 8&1/2 months. i feel, if the rprf is sent during medicals, it should be ok. not when otherwise asked for it.
Well, my source was my immigration lawyer. She may be wrong, but since she served on an IRB board, I am fairly confident in her knowledge. If I'm not mistaken others on this forum have also been delayed.
You may have been lucky, and that is great! I don't believe in trusting in luck, though. My advise for everyone would be: if paying the RPRF upfront will pose a serious financial hardship for you and significantly impact your quality of life, wait for them to request it. Otherwise, pay it upfront.

I am planning to send the fee along with the documents to Buffalo. Can someone let me know if I need to fill any payment form along with the Bank Draft?
The following webpage says "Note: Complete the Fee Payment Form – Application for Permanent Residence – Federal Skilled Worker Class (IMM 5620) and include it with your application to the CIO."... "Each application from a principal applicant must include a fee payment form. This form must include the fees for the principal applicant and any accompanying family members."
