We sent our applications and supporting documents to the Buffalo Visa office last week within 120 days of CIO letter. We also sent in a Money Order for the Right of Permanent Residence Fee (490$) along with the application. After mailing the package, we found that the Right of Permanent Residence Fee only needs to be sent when the visa office approves the visa (Paying Fees in Buffalo link on buffalo.gc.ca).
There is no way of knowing if the money order has been cashed. Since the Money Order is valid for 90 days, if VO cashes it after 90 days, it would bounce.
What do you think we should do? Should we contact Buffalo Visa Office to find out what to do? Do they respond to questions via email?

Try to send a case specifc enquiry to Buffalo. Speaking from experience, they have replied to my queries twice. First one to follow up the status of the application, I got the standard reply that it is in process. The second one, I asked for confirmation if they received our medical results and they replied that they have it.
It won't hurt to try, at least you'll have some peace of mind and more if you get a response from them.
