Actually the timeline for the processing fee to be released from CIO Nova Scotia is 8-12 weeks as indicated by the 'Bank Details' letter which was attached with my refusal letter and in my case 8 weeks have already passed....
They have also provided an email address of CIO to follow up for the refund..... I think my refund check has either been released or approved hence they require again the processing fee.... I will send an email to the the CIO address to confirm the status of my refund.....
Mashaa'Allah, Congratulations Zee81 , remember me I am the latest one who contacted you here before your great post and wished you good luck!
How much fees does Tim take for the re-opening request?

Tim will take CAD 750 for filing an email to CHC FSW chief and on success another CAD 750.... Total CAD 1500 if a court case is not required...
However is CHC refuses again, then a court case is needed and for that you have to pay him CAD 2000 before filing a case and another CAD 1000 after the success.... This CAD 2000 will include your CAD 750 which you will submit first time..since he will only take up your case if you are willing to go to court.....
thats great zee81, so happy for you, you showed a lot of people to never give up with your actions already and NOW you are in process...congrats once again.
