I applied for PR under CEC in 2023, last year my wife and I were charged for domestic violence and all our charges were withdrawn around 8 months ago and I had submitted court judgement documents to IRCC, however officer asked me to submit RCMP criminal record check, I applied for it and got the rcmp record yesterday and there it mentions both of our charges are still outstanding. Not sure what should I upload now, because it's kind of contradicting report to court documents. Any suggestions would be greatly appreciated.

It's better to reach out to RCMP and ask them regarding the report. Maybe it hasn't been updated on their end. I'm not sure if involving MP would expedite anything but you can certainly try.
I uploaded the same RCMP certificate, I was later asked to fill and upload imm5669 form along with all the incident details. I did that last month and recieved p1 earlier this week
