I am working on my CEC PR application and just had a question about the RCMP criminal record check. On the following gov links below it does state that it is not required if you are in Canada:
However, after talking to an Immigration Consultant, he is saying that I will need an RCMP criminal record check and that I should get one for the chance that an officer asks for it. I also looked at a few forums on here regarding RCMP criminal record checks and there's quite a few people on here that have submitted their PR applications for CEC and have had officers request an RCMP criminal record check.
With that being said, I am on the fence and want to know other peoples opinion or experience in this. Should I be getting an RCMP criminal record check before I submit my application or just submit my application without one?
Not everyone gets asked for it, and there is no guarantee you'll be asked for it. IRCC does an RCMP screening on their end as part of Criminality checks. Usually, an applicant will be asked for it if they get a name based hit during the screening, and thus, they need the fingerprint check to ensure that you aren't inadmissible.
You can submit it upfront with your application if you wish. It could save you a couple week of processing time.

I'm not sure what the parameters are, some people say you'll be asked if your name is similar to someone with a record, others have said it's random. I went to an official third party (Commissionaires) in Vancouver & they sent my fingerprints off to the RCMP in Ottawa. The RCMP then sent my report via post which took around a week, then I scanned and uploaded it to IRCC.

There is no one rule fits all - some get request for RCMP and some don't - there are many theories on why someone is asked for an RCMP certificate. But due to the huge CEC draws, it is taking like 3-4 weeks to get an RCMP certificate.
So use ur own judgement if you want to do it upfront.
