I can guarantee you it is not going to be 3 business days. It is referring to preliminary check that is no more than a search from their data base. For Fingerprint, it takes 2-3 weeks. I am currently waiting for it and this is the third week.

So I just did mine at Commissionaires (Downtown Toronto) this morning. It was pretty easy and the technicians are very knowledgeable about the process.
It was $45 ($40 + tax).
It takes 20 mins person, regardless of their application. So if you are planning to drop in, please do so in the morning. Lunch hour gets crowded and it only takes a few people in line to waste your whole day.
They will need your ID and the actual request letter sent by CIC. You will have a chance to double check everything before going forward.

According to RCMP website, as your son has a fingerprint match (because he has a record) his PCC will take about 120 days. You may need to contact cic and ask for an extension.
