Draw #78 Lowest CRS score 439. And tie break is Oct, 19 , 2017.
( Meaning anything above 439 on Oct,19,2017 has been invited correct ?).

But...
Draw #83 lowest CRS score 442. And tie break is May,29, 2017.
( what about draw #78 ???)

I'm concluding that some exceptions exsit. Draw system is not so mechanical or... any inputs?
if i understand your question correctly,
The draw cutoff score depends on the number of applicants, respective scores who are in the EE pool and also on the number of invitation provided by CIC during a particular draw;
Its evident that number of applications (in EE pool) with high scores were more during 83 draw (even though the invites sent during 83 draw are 3000 compared to 78 draw - 2750); hence the draw score is high.
Also the tie break rule goes beyond Oct 19 2017 because the applicants when initially created profile and entered EE pool had low scores and later have gone up due to experience or updates in EE profiles (after they intially created EE profile in May 2017). Hope this explanation helps!!

It is possible there were those who had low scores at the time of Draw #78 but increased their scores later, but the tiebreaker considers the profile creation date, not the date their scores were updated. So that should explain some of these discrepancies.
