I'm not an accountant so I don't know. There's a professional body for accountants called CPA canada. Do your research on how to get their qualifications.
Yes it maybe is but you don’t need a license if you working for somebody, like in a job or something. If you have to start your own practice then definitely you would need one. This is IMO as this holds true for me.

I think barring any further 3-week gaps between draws, and assuming that IRCC keeps drawing between 3,000-3,500 every two weeks, we should be seeing the CRS cut off hit 432, probably by Oct. There's an enormous number of people waiting in the 430's, so the downward push will not be quick by any means...
I feel we will end 2018 with the cut off in the higher 420's. But hey, this is IRCC we're talking about, so the only thing that's predictable with them is unpredictability!
One thing I have noticed recently, anyone can create an Express Entry profile with fake information and receive ITA! All he/she need to put a fake passport number and fake IELTS and ECA details. There is no way system can identify the frauds. Imagine 4k fake profiles with score of 450 receiving ITA which would never become an application, will never let crs cut off to go down!
EE system must be modified to ask the applicant to upload the scan copy of passport, eca and ielts report befor ITA upon creating the profile to stop this kind of fake profiles!

Paranoia! Few people might do it but I cannot see 4k fake profiles floating around.I am sure IRCC also observes how many ITA eventually get submitted within 90 day deadline, if they see it is 10% or so of all ITA issued in a particular draw I am sure they would do something on the lines you mentioned and future draws will see CRS plummet down to make up for withdrawn/unsubmitted applications. It must not be the case so far.
