In short you are not eligible for Ontario nomination.
There is a glitch in the system. In CIC application form, 3 year post secondry diploma and a bachelors fall under one category, whereas OINP treats them differently.
So when OINP looks at your profile (through your CIC profile) to give you NOI, they cannot decifer which credential you have.
Therefore there is a possibility that you might get a NOI, however once you apply and your file is processed by OINP, they will reject you as their requirement is minimum bachelors.

Really gutted not to have received NOI from Ontario at 434. Losing 5 points next week as it's my birthday. It shall definitely turn our well. My patience has really been tested.
My lawyer had recreated my profile on 24 Jan. Crs 433 and noc 2173. But no Noi yet?
