It's an official seminar about Express Entry (7 may 2016); at minute 18.25 he says that the scores will likely drop below 400 points.

My AOR was 22nd July, Medical Passed 28th July, IP1 29th July, PCC request 29th July, PCC submitted on 22nd August

We have had instances of late draws but those have been rare...with every passing hour , the chAnces are getting dimmer & dimmer

Since I've been hanging around here, it seems like it's been an even mix of early and later. But I didn't look at the numbers.
