You are confusing FSW points with CRS score here. If you score 8,7,7,7 in L,R,W,S sections of IELTS, your CRS score will get a boost of around 20-30 points easily. It might be even more. Calculate your CRS points using the above IELTS score and see for yourself.
You can use either of the score as long as they are valid. So if you had better scores with older test and it is still valid and will be valid till you submit your eAPR, you can use it.

I am the main applicant and am awaiting my IELTS score which is due on the 11th of August to initiate my EE Profile.
My husband would be submitting his passport for renewal and would have it by the end of this month, can i write a letter of explanation and inform the immigration authority about the same and on the EE profile mention his previous passport number to be able to create and submit my profile.
You should go with OINP if it re-opens that early.
EDIT: There are a lot of people here who will tell you to wait for direct ITA and they themselves go ahead and apply for PNPs. Dont fall to the words of such people. Dont worry about 1500 dollars. You will likely earn that back in 10 days when you reach Canada
That's not true.
It's not about 1500 dollars. @kartheek89 , I am not trying to change your mind in anyway, but I want you to know both sides of the coin before you make a decision.
If you take PNP from a province, you are required to stay in that province only, unless you can furnish proofs of not getting a job despite efforts. Still you have to try for 2 years.
