The number of ITAs issued is relatively close to the previous one. I am surprised that there is a slight decrease in the number of ITAs given. I think 441 is the score you can get if an EE profile is:
Single
CLB 9
not more than 29 years old
W/ master's degree

Can you give IELTS again and mark yourself in CLB 9 category. That would fancy your chances for ITA even.
IELTS is 7.5 but it depends on what have you got in each category.
As far as ONIP is concerned, you have a fair chance ( as far as I know). The current trend of CRS is falling and it would be foolish of them if they still select the top brass because they are gonna decline it and take the ITA instead.

Highly unlikely. There are no people in more than 441 in EE at the moment. BC and Saskatchewan have given out nominations. If all of them in FSW will accept the nominations, it will come to 1000 + adding 500 for ONIP which is not yet done i suppose.
So the rest will be around 2000 (but this will be if everyone accepts the nominations) which will have to be filled by EE so it would come to atleast 438.
