I read something in the past saying that the number is close to 75k. They intend to issue 300k PRs, but it doesn't mean 300k applications since many applications are for families. I don't remember where I read this... :'(
yes if they have decided not to drop CRS below 450 they will not make a draw. on the other hand there are all chances of draw because OINP released so many nominations yesterday which they normally do just before a draw.

If you see, lets say I started working on March 1st so CIC gave me credit for February? They shouldnt have waited by February 28th(the system could be configured that way to update). I think it happened with everyone as there is no option to put dates and people got through. There is no way people would be declining ITA everytime.. this would really be a big issue. I think the refusal happens when you fail to meet the program requirements or MEC which happens when you don't have a year completed at least. I get your point but that's all i could think of as a reason.
